NCC Launches Device Management System to Protect Mobile Phone Users

The Nigerian Communications Commission (NCC) has introduced the Device Management System (NCC-DMS), a groundbreaking initiative designed to safeguard mobile phone users against theft and related security risks.
The NCC-DMS will establish a comprehensive Central Equipment Identity Register (CEIR), creating a unified database for tracking and monitoring mobile devices across all network operators in Nigeria. This move aims to prevent mobile phone theft, curb the use of counterfeit devices, and ensure compliance with established standards.
According to the NCC, the new regulation will help mitigate the use of stolen phones for criminal activities and facilitate the blocking or tracing of stolen mobile phones and other smart devices. The Commission’s objective, announced in 2021, is to enhance transparency, accountability, and national security in the telecommunications sector while ensuring the safe and efficient utilization of Nigeria’s communication infrastructure.
The NCC-DMS will acquire the International Mobile Equipment Identity (IMEI) of all devices connecting to the communication network and synchronize with international databases of IMEI repositories. Additionally, the system will maintain a registry of all communication devices available in Nigeria.
To implement the NCC-DMS, a device registration fee will be introduced, separate from existing type approval fees. This fee will be mandatory for all registered devices.
