The passing out parade was a colourful one

The event which was held at police college Ikeja Lagos .
In a remarks by DIG Johnson Babatunde Kokumo representing IGP Usman Alkali Baba read that,
It is my pleasure to welcome you all to this ceremony which marks the Passing-Out-Parade of Police Recruits under the Year 2020 batch of the recruitment drive. The ceremony involves a total of nine thousand, nine hundred and eighty-nine (9,989) recruits out of the ten thousand (10,000) that commenced the training as a total of eleven (11) recruit trainees could not meet up with components of the standards set for exercise during the training.
This event, which is taking place simultaneously at fifteen (15) other Police Training institutions across the country, marks the joyful climax of a physically exerting and intellectually challenging training activities that were carefully designed to transit the recruits from civilianship to professional police officers with the right orientation to meet the challenges of policing an increasingly democratic and rule of law-driven Nigerian environment.
In addition, this ceremony also represents another huge step in the drive by the Federal Government to change the narratives of Policing by addressing the age-long manpower gap
That has been inhibiting optimal police service delivery in this country. The Federal Government’s policy of recruiting ten annually is not only thousand (10,000) Police Constables unprecedented in the history of law enforcement in Nigeria, it clearly confirms the commitment of President Muhammadu Buhari, the President of the Federal Republic of Nigeria and Chairman Nigeria Police Council to restore the lost police primacy by bequeathing to our beloved country a reformed and well-positioned Police Police Force with renewed capacity and commitment to attain its internal security mandate.
Furthermore, the recruitment exercise projects the determination of the Federal Government to address the social factors that accentuate the commission of crimes, which is unemployment. The import of taking ten thousand able and active youths out of the unemployment market annually is that these young men and women have been saved from the temptation of crimes and given a platform to rather, fight the menace of crime.
4. Indeed, I am elated to note that shortly after the passing out parade being witnessed today, another set of ten thousand (10,000) recruits will be resuming training under the 2021 batch of the exercise. Beyond addressing the manpower deficiency in the Nigeria Police, the Federal Government under President Muhammadu Buhari has remained committed to closing the gaps in relation to the operational efficiency of the Force as well as welfare regime of the Force.
In line with this, aside approving an increase in the welfare package of the Force, the Ministry of Police Affairs, Police Trust Fund, and indeed well-meaning corporate bodies have been complementing the Force leadership in the procurement and delivery operational vehicles, weaponry and civil disorder assets while also creating manpower development opportunities for personnel all in furtherance to the drive to add value to policing.
In essence, all of you, the graduating recruit constables, are coming into a reformed Police Force that is experiencing an ethical rebirth and that is increasingly well-equipped, well-motivated and appropriately oriented and positioned to take the war against crimes to the fortress of criminal elements that are bent on threatening our communal values for peace, security, and liberty.
You must, therefore, consider yourselves as the lucky few that have been found worthy in character, learning, physical and mental fitness to serve Nigeria, your Fatherland. For this, I congratulate and welcome you all the big, strong, and resilient. The recruitment exercise was spread across the 774 Local Government Areas of the country in due regards to the Federal Character tenets and in line with Mr. President’s directives. In furtherance to this Presidential order, all of you will be posted back to your original Local Government Areas to further deepen the Community Policing strategy of the Federal Government and maximize your local knowledge in addressing communal crimes.
As you proudly march out of this great Police Institution, however, I must sound this note of warning loud and clear enough to you all. The bedrock of policing is discipline, and I am sure you must have been taught that the best form of discipline is self-discipline. Much as you have a promising and bright career ahead of you, how far you go in this career is entirely dependent on the quality of your character, discipline, and professionalism.
The Force under my leadership has a zero-tolerance for indiscipline and any act that may be antithetical to police professionalism. I therefore, admonish you to resolve not to engage in any act that will be unedifying of your good name, that of your families and indeed the Force as you commence your policing career today.
At this juncture, I wish to thank President Muhammadu Buhari for the consistent commitment to the drive to reposition the Nigeria Police Force as well as the strides towards stabilizing the internal security order. I assure Mr. President that the huge investment in the Force remains a strong source of motivation which will re-energize us to commit to the attainment of our national policing mandate in line with Your Excellency’s vision.
I also immensely appreciate the Honourable Minister of Police Affairs, Alhaji Mohammed Maigari Dingyadi for the sustained support for the Force leadership as we strive to advance the reform agenda. I similarly, appreciate the Chairman and Commissioners of the Police Service Commission for the strong synergy which has aided in ensuring that the recruitment exercise is undertaken in the most transparent and efficient manner. The same sincere appreciation goes to the Federal Character Commission and Chairmen, Senate and House Committees on Police Affairs for their support all through the recruitment and training process.
To the citizens of this great country, I assure that a new Police is being evolved and it shall be one that will protect them with courage and serve them with compassion. To sustain our common vision for an efficient Police Force, I call on all citizens to continue to encourage their children and wards to take interest in pursuing a career in the Nigeria Police as that remains the most veritable pathway to contribute to the path of national service. I also recognize and appreciate the sacrifice of the Commandants and entire body of staff that guided the recruits through the rigours of the training exercise.
On this note, I congratulate you all, my newest Police Constables and your families, and I wish you all God’s protection as you commence your national service to your Fatherland.
